GATE is offering a financial assistance of up to USD 3000 to trans and gender diverse-led organizations, to cover the fees associated with writing reports for submission to UN human rights mechanisms (UPR, Treaty bodies, and Special procedures). This assistance can be utilized for costs related to data gathering, such as desk research, key informant interviews, etc., and consultant fees for report writing.
CSOs have used the UN human rights mechanisms to maintain Government accountability, both inside the country and at the United Nations, by bringing the real concerns/issues to national and international attention. GATE recognizes the need to ensure that the voices and experiences of trans and gender diverse individuals are heard and valued in international human rights processes. However, many trans and gender diverse organizations lack the necessary financial and human resources to produce and submit reports advocating for improved human rights for TGDI communities with international human rights mechanisms. By supporting national trans and gender diverse organizations, GATE aims to increase the visibility and recognition of Trans and gender diverse people’s rights at the UN level.
The primary focus of the reports should be on the human rights situation of trans and gender diverse communities, with the aim of providing specific policy recommendations to improve their conditions. The work should be completed within a three-month timeframe and comply with the submission guidelines and protocols of the selected UN human rights mechanism (such as CEDAW, UPR, etc.). Applicants must also specify which mechanism they will be targeting, demonstrating its relevance to their country’s review process.
The purpose of the reports should be to provide the relevant UN human rights mechanisms with information on the substantive rights outlined in the Universal Declaration of Human Rights or other relevant human rights conventions. In relation to each right, the report should explain what the status of this right is in the country as it relates to trans and gender diverse communities and what can be done to improve it.
The submissions should focus on the following issues:
- Information on the situation of trans and gender diverse people
- Information on impact and progress made by the State following the last review
- Violations of the human rights of trans and gender diverse people
- Inadequacies and gaps in laws and policies and their implementation in line with the international human rights and the state’s international commitments
- Information about obstacles to the realization of the human rights of trans and gender diverse people
Scope of Work:
- Conduct desk review of last cycle relevant human rights instrument reports, including UPR, CEDAW, Beijing+25 national review report, SDGs progress report and other relevant documents
- Develop CSO led submission based on inputs from the local and national consultations, key informant groups, with government officials, trans and feminist leaders and advocates and trans and gender diverse /LGBTQI networks
Methodology:
- Review of documents, data, and information
- Interviews/focus group discussions among key stakeholders
Reporting Obligation
The selected CSO will work under the direct supervision of GATE and will be responsible for:
- Draft report to be submitted to GATE at least 3 weeks before the UN deadline for the submission.
- Brief monthly progress report calls with GATE staff
- Project completion narrative and financial reports to be submitted to GATE
- Submission of the report in a timely manner to the relevant UN human rights mechanism
Criteria for Selection
Proposal will be selected based on a comprehensive evaluation. The assessment will review the following:
- Extent to which the proposal and submitting entity covers trans and gender diverse communities and issues. We are especially interested in highlighting the anti-gender opposition and its impact on trans and gender diverse communities.
- Clarity of the situation analysis and problem identification.
- Application of a participatory process to bring together various strategic partners.
- Realistic work plan to complete the activities.
- Applicants’ institutional capacity and relevant experience.
