Summary
GATE’s Community Engagement Strategic Initiative Project, funded by the Global Fund, aims to enhance the meaningful participation and inclusion of trans and gender diverse communities in national HIV, malaria and tuberculosis responses. GATE is working with communities based in 3 countries to implement the project: Nepal, Uganda and Zimbabwe.
The objectives of this multi-year project include:
- Strengthening the capacity of community-led organizations to generate and use data to inform advocacy and decision-making
- Amplifying the participation and voice of trans and gender diverse communities in policy and decision-making in national HIV responses, including Global Fund-related decision-making processes, including the Grant Cycle 7 Reprioritization process and Grant Cycle 8 processes;
- Strengthening the influence of trans and gender diverse communities in decisions on program funding and the design of national HIV strategies;
- Strengthening the capacity of trans and gender diverse communities to mobilize and hold their representatives and decision-makers accountable.
Objectives
GATE seeks to engage an experienced consultant to conduct an external impact assessment of the project. This will assess overall impact by documenting successes, challenges, and lessons learned during the three-year project implementation, and make recommendations to grantees, the Global Fund and GATE on ways to strengthen future implementation of initiatives.
Scope of Work
The consultant will collaborate with GATE to develop a detailed project methodology and tools, review project documentation, conduct interviews with member organizations, donor representatives, and other key informants, and develop an impact assessment report on the project.
The evaluation should include an assessment of:
- The impact that the 3-year project has had on grantees, on the trans and gender diverse community in each country, and on broader HIV and human rights responses at the country level.
- The achievements during the 3-year project
- How data generated by the project was translated into evidence-based advocacy and influence in Global Fund and other national health processes;
- The role of the in strengthening participation and representation in Global Fund processes;
- The extent to which the project contributed to increased influence in Global Fund and other national HIV processes.
- The challenges experienced and how these were addressed.
- The challenges that remain after the 3 years, and what is needed to address them.
- Additional unexpected outcomes during the 3 years.
- The value of the project in each country where it has been implemented.
- Recommendations for GATE and the Global Fund, including funding modalities; recommendations to grantees; and recommendations to country leadership, including Ministries of Health, national HIV councils, and other national health institutions.
Responsibilities
The consultant is responsible for the following:
- Reviewing project reports.
- Reviewing project publications and products.
- Conducting interviews with key informants, including grantees, donors, country partners and GATE staff.
- Developing an impact assessment report, including case studies based on experiences in each implementing country, with drafts to be submitted at agreed stages for review by GATE.
- Submit a final report, incorporating feedback from the review stages
Minimum Qualifications
- Experience in conducting reviews and evaluations of human rights and health advocacy projects.
- Knowledge of international HIV response mechanisms.
- In-depth knowledge of the Global Fund to Fight HIV, TB and Malaria, particularly country processes.
- A deep understanding of the health and human rights issues impacting trans and gender diverse communities.
- Strong written and verbal communication skills and experience in report writing.
- Experience in working with community-led organizations in diverse national contexts.
